The govt soon after independence was looking for money to pay off the bills and that too in a nation with problems of poverty for food, lack of health and education infra and above all in a stratified society where vertical migration was unheard of. The problems and advantages of the nation are ingrained in the DNA of the nation. The neoliberalism initiated in the rao- manmohan days and since then saved vast numbers of people to attain a better life. These people lived in the plains or migrated to hills from the plains. But natives of the hills the sc communities are still u liberated from their own daily tribulations and wants for everything. The emancipation of the hill population or as now fashionably called as indegeous people continues right through today. No one in the admin or babudom is trying Anything that is modern. That is making some money to reach their house hold on daily basis. Instead they are encouraged in following the life style that they once did generations ago. This is insane, I believe?
