Here the core of the action plan needs to be water conservation, water reuse and prevention of water wastage.

Well, dishearteningly the summer monsoon is so far playing hide and seek. It is. Great threat to the state as well as to the GDP of the nation as we are an agricultural economy. The farming is as important as any other sector of the economy. I am unsure if any intelligent mind has worked out the relation between a late monsoon and the consequent missed opportunity cost in all sectors. Or for that matter with one percent lower rainfall what exactly is the fall in GDP of the country.
Such models are the essential basics of creating development models in a changing climate scenario.
Again climate change is not deeply entrenched in the minds of technocrats or the scientific community. We are now building labs to develop technologies and models for predicting climate change consequences. I am not very sure if that approach is imperative. Instead, I might think that our cc scientists focus should be on how to create rain fed crops to survive in a new climate model with lesser rain and higher temps as well shorter growing seasons.
Again water conservation is a good strategy. But for that we need rain or snow melt to supply water to be conserved. Here the core of the action plan needs to be water conservation, water reuse and prevention of water wastage.
I hope sense prevails.
